Mayor's PILOT Task Force Report

This final report calls for changes to the PILOT program to promote greater fairness, transparency and consistency. Recommendations include that (1) PILOT Program should remain vvoluntary; (2) PILOT program should be applied to all non-profit groups – with exemption For small non-profits; (3) PILOT contributions should be based on value of real estate; (4) community benefits should be recognized and qualify as PILOT credit; (5) Changes to the program should be phased in.
