Greetings!
Legislative leaders are now determining what components of the mayor's bill and the Governor's bill will come out of committee as part of their Ed Reform package. There are no written details as of yet, but following is a report of what the AFT Mass has heard from legislative leaders. The news has gone from bad to worse, and is current as of Saturday, 11/7/09.
The legislature is considering doubling the amount of charter schools. For Boston, this development could cost the city's public school an additional $49.5 Million in lost revenue yearly. This year--without the expansion of charters--the city will lose $49.5 million. Though the state has considered changing the reimbursement formula to help offset some of this additional loss, the net annual loss to the city would still hover between $80 Million and $99 million. (The city of Gloucester, MA, is now squabbling with the state over the addition of a single charter school. In Boston, there is danger of an additional 20! See the Globe report .)
On the governor's Readiness Proposal, according to the AFT-Massachusetts...Readiness Schools are now called "Innovation Schools." Under the new proposal, Innovation Schools that are taken over by the state can require staff to apply for their own positions. Staff who are unsuccessful applicants to remain in their own buildings will have a finite amount of time to find a position elsewhere. During this transition time, staff will earn full salary and benefits. After that time expires, staff will lose their right to employment. Long story short: the new Innovation proposal trumps collective bargaining agreements, which generally allow displaced permanent staff to exercise their seniority rights and move to another positions.
This essentially was the same message we received from Mitchell Chester, the state commissioner of education, last week when a group of BTU officers (and urban superintendents) met with State DOE officials in Worcester to hear about the state's quest for Race to the Top Funds. Commissioner Chester affirmed much of the above, specifically, in regard to the issue of what would happen to displaced teachers and paras in Innovation schools. Lowell School Superintendent, Dr. Chris Scott, asked the commissioner what would happen to staff who are unsuccessful applicants for their own positions. Commissioner Chester answered that after a set amount of time, staff would be terminated and there would be some state funds for 'outplacement services.'
None of this is law yet. It is just a proposal. But the danger in these proposals is evident. All of the talk about 'collaboration' with teachers and staff to improve our schools is just that: 'talk.'
It is clear that some state and national leaders are using the Race to the Top Funds as a convenient excuse to dismantle public education and public sector unions. We have to work very hard to counteract this, and we ask for your help.

What can you do? Please get on the telephone and call your state representative and state senator and demand that our collective bargaining rights not be taken away. Here's your state senator's phone number ? Your state rep's . If you wish instead to email, please log onto the AFTMA's website and fill in a few blanks. We would prefer you to make a phone call, as it is more direct and effective.

| Please Submit Collective Bargaining Items and Ideas for the Upcoming Bargain |
As we have mentioned before, the BTU will be gathering collective bargaining items over the next few weeks. The items, once gathered, will be vetted by the Collective Bargaining Committee (see below) and put together in a packet for approval by the BTU membership. To submit an item, please do the following:
* keep your item to 100 words or less
* be as specific as possible
* send it in electronically here by November 22
* type 'Collective Bargaining Item' in the subject line
* identify yourself by name, school, and job function
* All items are subject to approval and modification
Groups (e.g., the Special Ed Faculty Senate, Art teachers) are asked to submit no more than three items in priority order. Thank you. |
School Site Council How-To Seminars

The BTU and the BPS Office of Family and Student Involvement are collaborating to provide a SSC training series to be offered from 4-6 at the BTU. All elected SSC members (BTU, parents, principals) are welcome to attend. Please RSVP or call Caren Carew at 617 288-2000 at least a week prior to the training to reserve a space. SSC manuals will be distributed to attendees.

| New Building Rep. Training |

| BTU Staffs Polling Places Around the City |
|
On election Day BTU members staffed 30 precincts. At least 40 members participated. The work was coordinated by Ted Chambers, Gilberto Rivera, and Steven Lee. Ted and Steven teach at the Edwards; Gilberto teaches at the Edison. We thank all those who helped at each of the polling places. One such volunteer was teacher Sean Moran from the Jackson-Mann School. The Globe ran a nice shot of Sean, who was multi-tasking. He's seen correcting math papers and handing out fliers for BTU-endorsed candidates. Again, thanks to all!

Deadline to register to vote in the special Senate Primary is Wed, 11/18. The primary is Tuesday, 12/8. Deadline for final is 12/30. Final is Tuesday, 1/19. |

| MLK Celebration Announcement |
|
The MLK Committee is seeking schools interested in auditioning or attending the annual celebration. This year's theme "ONE VOICE: Defying Expectations, Reaching for Excellence", should guide the performance selections. We are looking for singers/choirs, dancers, orators/poets, reflective skits/acts, mc's, musicians, artists, etc. Deadline for Schools to request auditions, speakers or general attendance is Friday, November 20th.
Attached are the Superintendent's Circular with information on the performance and speaker series and a copy of the promotional flyer with the specific timeline for submissions. We encourage all School Leaders to work with their teachers to submit proposals for performances, particularly your ELA and Arts/Music teachers. Full size color posters promoting the event will be available the end of next week. Please be on alert for them when you pick up your cluster mail. | Wanted: Mediators Who are Good People People |
The BTU Membership has passed a motion to hire up to two mediators for the 2009-10 school year to mediate disputes between BTU members. The BTU Mediator part-time positions are open to active or retired BTU bargaining unit members who have demonstrated training and experience in conflict resolution.

| Vigil to Support Hyatt Workers |

- When: 5PM
On August 31 all housekeepers at Hyatt's three Boston area hotels were fired. They were told to clean out their lockers and leave. Some had worked for the hotel for more than 20 years. They weren't laid off because the Hotel didn't need housekeeping anymore. They were replaced by a subcontractor Hyatt brought in, which would pay $8/hour. Hyatt the offered the workers jobs with a temp agency. The offer was rejected with the Hyatt workers asking for their own jobs back. And that's where things stand now.
Join Hyatt workers and their families, the many supporters from the community at large, Local 26 members, the Greater Boston Labor Council, religious leaders of many faiths and labor supporters for a Candle Light Vigil to support the Hyatt 100. |
